    Summary

    The Governor's Community Partnership program provides state grant funds for community and economic development projects throughout West Virginia. In true community partnerships, the program enables communities to expand, build and improve a variety of public facilities and services.


    The program encourages and supports meaningful public improvements in communities throughout West Virginia. From city parks to industrial parks, from tennis courts to county courthouses, the program provides resources for a variety of projects that improve communities throughout the state.


    Eligible activities include but are not limited to permanent public improvements related to the following:

    • City hall and courthouse facilities;
    • Community centers;
    • Construction and renovation of public facilities;
    • Demolition;
    • Economic development;
    • Emergency services and law enforcement;
    • Flood and storm drainage;
    • Business and industrial parks;
    • Land and property acquisition;
    • Libraries;
    • Parks and recreation;
    • Parking facilities;
    • Preservation and beautification;
    • Street and sidewalk repair;
    • Technology; and
    • Water and wastewater facilities and services.

    Counties and municipalities also must sponsor the applications of public organizations within their jurisdiction, such as library commissions and volunteer fire departments.

    Activities generally not eligible for funding include but are not limited to expendable items related to the following: Administrative costs, food, clothing, insurance premiums, maintenance, medical programs, national dues, operational expenses, postage, rent, routine maintenance, salaries, scholarships, sports uniforms, training and speakers' fees, travel expenses and utility costs.

  • Eligibility Details

    Funds are provided to WV units of local government, generally counties and municipalities. This includes (1) Counties, municipalities and incorporated towns; (2) Public service districts; and (3) Independent boards and authorities within counties or municipalities that are authorized to seek grant funds, such as:

    • County and city development authorities;
    • Park and recreation boards;
    • Public water and sanitary boards;
    • County boards of education

    Proposals are accepted throughout the year. Interested applicants are encouraged to contact the WV Program Staff at (304) 957-2019.

    Award Details

    Award amounts vary based on scope and size of project. Funding for annual projects ceased after 2015 with only special and emergency discretionary projects being funded on a limited basis. Program staff are working with legislative staff members to reconcile balances and are creating a new database to more accurately track and attend new and existing projects.
