    Summary

    The purpose of the AFG Program is to provide critically needed resources that equip and train emergency personnel to recognized standards, enhance operational efficiencies, foster interoperability, and support community resilience.


    There are three types of eligible applications:

    • Operations and Safety - This includes five fundable activities -
      • Training: Requested activities should meet or exceed any national, state, and/or DHS recognized consensus standards (i.e. NFPA, ANSI, OSHA, etc.). If a training request does not meet DHS-recognized consensus standards, applicants must submit an explanation of the reasons their proposed training will serve the needs of the applicant better than training that meets or exceeds those standards. FEMA has determined the most benefit is derived from hands-on, instructor-led training that leads to a national or state certification.
      • Equipment: Requested equipment should enhance the safety and/or effectiveness of firefighting, rescue, and/or the enhancement of emergency medical services provided by EMS, and/or non-affiliated EMS organizations. Equipment requested shall meet or exceed any voluntary national, state, and/or DHS-recognized consensus standards.
      • Personal Protective Equipment (PPE): PPE is defined as those compliant items worn by firefighter/EMS personnel to protect them. PPE requested shall meet or exceed any voluntary national, state, and/or DHS-recognized consensus standards. PPE does not include uniforms or station-wear
      • Wellness and Fitness: Requested activities should assist First Responders, so their mental, physical, and emotional capabilities are resilient enough to withstand the demands of emergency services response.
      • Modifications to Facilities: Requested activities may only retrofit existing structures built prior to 2003 that do not already have those safety features in place that are listed as eligible activities.
    • Vehicle Acquisition - New, custom, or stock AFG program-compliant vehicles are eligible for funding
    • Regional Projects - Any eligible entity may act as a host applicant and apply for large-scale projects on behalf of itself and any number of other local AFG eligible organizations that will be participating partners in the award. Joint/Regional projects should achieve greater cost effectiveness and regional efficiency and resilience.

    Key changes in FY2023 (CY2024):

    • Equipment - Various priority changes were made to equipment for Fire Department and Regional Fire Department applicants. The following items remain as High Priority:
      • Appliance(s)/Nozzle(s)
      • Basic Hand Tools (Structural/Wildland)
      • Hose (Attack/Supply)
      • Immediately Dangerous to Life or Health (IDLH) Monitoring Equipment
      • IDLH Protection for Investigators (This is single-use respiratory protection)
      • Personal Protective Equipment (PPE) Washer/Extractor/Dryer (Turnout)
      • Rapid Intervention Team (RIT) Pack/Cylinder
      • Thermal Imaging Camera (Must be NFPA 1801 compliant)
      • Portable Radios (must be P-25 compliant)
      • Vehicle Mounted Exhaust Systems
      • Skid Unit
      • Air Compressor/Fill Station/Cascade (fixed or mobile) is High Priority for Regional Fire Department applicants and Medium Priority for Fire Department applicants.
      • Computing devices necessary to operate the awarded equipment were added as eligible. 
      • Phones (telephone/satellite/cell), carrier plans and vehicle mounted fans were added as ineligible items.
    • Personal Protective Equipment (PPE)
      • Replacement of damaged/unsafe/unrepairable PPE including Self-Contained Breathing Apparatus (SCBA) regardless of age is now allowable.
      • Language regarding per-and polyfluoroalkyl substances (PFAS) in PPE was moved from the Application Tips section to PPE Activity section and updated to encourage award recipients to seek acquisition of PFAS-free gear when possible.
      • NFPA standard was added to the Chemical /Biological Suites under Specialized PPE
    • Wellness and Fitness
      • Whole-body MRI was added to ineligible activities.
    • Vehicle Acquisition
      • NFPA standards 1901, 1906 and 1917 were replaced by the consolidated NFPA standard 1900.

  • Eligibility Details

    Eligible applicants include municipal fire departments and nonprofit EMS organizations. EMS organizations cannot be affiliated with a hospital. State Fire Training Academies are also welcome to apply.

    Deadline Details

    Applications are to be submitted by March 8, 2024. A similar deadline is anticipated annually.

    Award Details

    Up to $324,000,000 is available to fund up to 2,000 awards. Awards will extend for 24 months. Maximum award amounts vary based upon population of the jurisdiction served by the recipient:

    • Jurisdiction of less than 100,000 residents - Maximum award of $1,000,000
    • Jurisdiction of 100,001 to 500,000 residents - Maximum award of $2,000,000
    • Jurisdiction of 500,001 to 1,000,000 residents - Maximum award of $3,000,000
    • Jurisdiction of 1,000,001 to 2,500,000 residents - Maximum award of $3,200,000
    • Jurisdiction of more than 2,500,000 residents - Maximum award of $3,200,000

    Cost sharing requirements vary based upon population of the jurisdiction served by the recipient:

    • Jurisdiction of less than 20,000 residents - Cost sharing/matching of 5% is required.
    • Jurisdiction of 20,000 to 1,000,000 residents - Cost sharing/matching of 10% is required.
    • Jurisdiction of more than 1,000,000 residents - Cost sharing/matching of 15% is required.
