    Summary

    The Governor's Highway Safety Program plans and supports several highway safety initiatives each year.  "Click It or Ticket" began in 1993 and has become the national model for an enforcement and education campaign of the same name operated by the National Highway Traffic Safety Administration.  Since then, the agency has led law enforcement officers and other highway safety advocacy groups in initiatives such as "Booze It & Lose It," Bike Safe North Carolina, Child Passenger Safety, Watch for Me North Carolina and Obey the Sign or Pay the Fine.  

    The Governor's Highway Safety Program provides grants for law enforcement equipment.  Agencies are encouraged to make specific, measurable, action-oriented, realistic and time specific objectives related to the following GHSP goals: 

    • Traffic fatalities - The GHSPs goal is to reduce trafficrelated fatalities by 25 percent from the 20082012 average of 1,317 to 988 by 2020.
    • Impaired driving - The GHSPs goal is to reduce alcoholrelated fatalities by 35 percent from 20082012 average of 386 to 251 by 2020.
    • Occupant restraint - The GHSPs goal is to reduce unrestrained fatalities by 30 percent from the 20082012 average of 407 to 285 by 2020.
    • Speed - The GHSPs goal is to reduce speedrelated fatalities by 25 percent from the 20082012 average of 479 to 359 by 2020.
    • Motorcycles - The GHSPs goal is to reduce motorcycle fatalities by 25 percent from the 20082012 average of 177 to 133 by 2020.
    • Youth - The GHSPs goal is to reduce young (age 20 and younger) driverinvolved fatal crashes by 30 percent from the 20082012 average of 196 to 137 by 2020.

    Additional Information

    Funding is not allowed for speed display signs (either pole mounted or enclosed in a trailer) or body cameras unless they are personal issue equipment for personnel funded by GHSP.
