    Summary

    The N.C. Governor's Highway Safety Program (GHSP) promotes traffic safety awareness and works to reduce the number of traffic crashes and fatalities in North Carolina. The Governor's Highway Safety Program accomplishes our mission in two ways, through grant funding opportunities and conducting highway safety initiatives each year.


    The Governor's Highway Safety Program plans and supports several highway safety initiatives each year. "Click It or Ticket" began in 1993 and has become the national model for an enforcement and education campaign of the same name operated by the National Highway Traffic Safety Administration. Since then, the agency has led law enforcement officers and other highway safety advocacy groups in initiatives such as "Booze It & Lose It," Bike Safe North Carolina, Child Passenger Safety, Watch for Me North Carolina and Obey the Sign or Pay the Fine.

    There are also limitations on equipment or items GHSP cannot or will not fund:

    • GHSP cannot provide funding solely for equipment.
    • GHSP cannot provide funding for body cameras.
    • GHSP cannot provide funding for flashlights.
    • GHSP cannot provide funding for firearms of any type.
    • GHSP cannot provide funding for spike strips.
    • GHSP cannot provide funding for uniforms.
    • GHSP cannot provide funding for hand-held radios.

  • Eligibility Details

    Law enforcement organizations in the State of North Carolina are eligible to apply. 

    Deadline Details

    Applications are to be submitted between January 1 and January 31, annually.

    Award Details

    Award amounts vary. Cost share varies based upon activity and period of performance. Payments are made on a reimbursement basis. Project period is 12-months from October1, 2022 through September 30, 2023.

    • Highway Safety Projects without Personnel
      • Purchase Checking Station Equipment - No local match required. 
      • Purchase Traffic Safety Equipment - 25% local match required. 
      • Purchase Special Traffic Safety Equipment - 50% local match required. 
      • Purchase BikeSafe NC Equipment - 25% local match required. 
    • Highway Safety Projects with Personnel
      • Year 1 - 15% local match required. 
      • Year 2 - 30% local match required. 
      • Year 3 - 50% local match required. 
    • Highway Safety Projects with DWI Personnel
      • Year 1 - No local match required.  
      • Year 2 - 15% local match required. 
      • Year 3 - 30% local match required. 
      • Year 4 - 50% local match required.
