The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT), is accepting applications for fiscal year (FY) 2019 Targeted Capacity Expansion: Special Projects (Short Title: TCE – Special Projects) grants. The purpose of this program is to develop and implement targeted strategies for substance use disorder treatment provision to address a specific population or area of focus identified by the community. The purpose of the TCE program is to address an unmet need or underserved population; this program aims to enable a community to identify the specific need or population it wishes to address through the provision of evidence-based substance use disorder treatment and/or recovery support services.
The TCE grants will help local communities in dealing with the specific needs of the individuals in their communities who have a substance use disorder and/or substance use disorder and mental illness. This program is designed to allow the applicant organization to identify the specific need it wishes to address in its program. This may be a specific underserved population: e.g., LGBT, individuals using methamphetamine or other stimulants; individuals living in rural areas; individuals who misuse alcohol, etc. Applicants may also choose to expand/enhance a specific area of focus, e.g., expansion of telehealth, expansion of peer recovery support services, etc. These populations and areas of focus are simply examples. Applicant organizations are encouraged to carefully assess specific needs and propose a project focus based on those needs.

Eligible applicants are domestic public and private nonprofit entities.
Applications were to be submitted by March 25, 2019. A similar deadline is anticipated, annually.
Approximately $8,300,000 is available in funding. 22 awards will be granted. Awards are up to $375,000. Project period is three years. Cost sharing/match is not required in this program.
