Wisconsin Emergency Management (WEM)
Summary

The Emergency Management Performance Grant (EMPG) Program is one of the grant programs that constitute DHS/FEMA's focus on all-hazards emergency preparedness, including the evolving threats and risks associated with natural disasters.
EMPG provides state, local, tribal and territorial emergency management agencies with the resources required for implementation of the National Preparedness System and works toward the National Preparedness Goal of a secure and resilient nation. The EMPG's allowable costs support efforts to build and sustain core capabilities across the prevention, protection, mitigation, response and recovery mission areas.
The EMPG funds will address the increasing range and complexity of disasters, support the wide variety of communities we serve, and complement the nation's growing expectations of the emergency management community by meeting the following objectives:
- Building or sustaining those preparedness capabilities that are identified as high priority through the Threat and Hazard Identification and Risk Assessment (THIRA)/Stakeholder Preparedness Review (SPR) process and other relevant information sources
- Closing capability gaps that are identified in the state or territory's most recent SPR; and
- Building continuity capabilities to ensure governmental essential functions and services resilience.
When developing state/territory priorities, applicants should consider the following national priorities:
- Extreme Weather Resilience; and
- Readiness
Allowable costs include:
- Planning
- Organization
- Equipment - Allowable equipment includes equipment from the following AEL categories:
- Personal Protective Equipment (Category 1);
- Information Technology (Category 4);
- Cybersecurity Enhancement Equipment (Category 5);
- Interoperable Communications Equipment (Category 6);
- Detection Equipment (Category 7);
- Power Equipment (Category 10);
- Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) Reference Materials (Category 11);
- CBRNE Incident Response Vehicles (Category 12);
- Physical Security Enhancement Equipment (Category 14);
- CBRNE Logistical Support Equipment (Category 19); and
- Other Authorized Equipment (Category 21).

- Operational Overtime

In Wisconsin, Wisconsin Emergency Management (WEM) is responsible for coordinating state and federal resources to assist local government in response and relief activities in the event of an emergency or disaster.
History of Funding

The FY24 allocation to the state of Wisconsin was $5,744,163.
The FY23 allocation to the state of Wisconsin was $6,388,552.
The FY22 allocation to the state of Wisconsin was $7,311,711.
The FY21 allocation to the state of Wisconsin was $6,392,753.
Additional Information

Grant funds may not be used for the following:
- Grant funds must comply with FEMA Policy and may not be used for the purchase of firearms, ammunition, grenade launchers, bayonets, or weaponized aircraft, vessels, or vehicles of any kind with weapons installed;
- Expenditures for weapons systems and ammunition;
- Costs associated with hiring, equipping, training, etc. sworn public safety officers whose primary job responsibilities include fulfilling traditional public safety duties such as law enforcement, firefighting, emergency medical services, or other first responder duties;
- Costs that supplant traditional public safety positions and responsibilities;
- Activities and projects unrelated to the completion and implementation of the EMPG Program; or
- Clothing used for everyday wear by emergency management employees or other personnel.
Recipients should consult with their Regional EMPG Program Manager prior to making any investment that does not clearly meet the allowable expense criteria established in the NOFO and the Preparedness Grants Manual.
Eligibility Details

The Wisconsin Division of Emergency Management (WEM) is the only eligible entity eligible to apply to FEMA for EMPG funds. Eligible sub applicants are County or Tribal Emergency Management Programs. County and Tribal Emergency Management Programs must be located in Wisconsin and have designated a head of emergency management.
Deadline Details

The Wisconsin Division of Emergency Management (WEM) is to submit an application to FEMA by August 11, 2025. Sub applicants were to submit an application by October 31, 2024. A similar deadline is anticipated annually.
Award Details

The FY25 allocation to the state of Wisconsin is $5,721,468. Grants are awarded directly to the State. At least 80% of the funds awarded under EMPG must be obligated to local government units. Awards will last for 36 months. Cost sharing/matching of 50% is required.
