Recent Grants

The Emergency Management Performance Grant (EMPG) Program is one of the grant programs that constitute DHS/FEMA's focus on all-hazards emergency preparedness, including the evolving threats and risks associated with natural disasters.

EMPG provides state, local, tribal and territorial emergency management agencies with the resources required for implementation of the National Preparedness System and works toward the National Preparedness Goal of a secure and resilient nation. The EMPG's allowable costs support efforts to build and sustain core capabilities across the prevention, protection, mitigation, response and recovery mission areas.

The EMPG funds will address the increasing range and complexity of disasters, support the wide variety of communities we serve, and complement the nation's growing expectations of the emergency management community by meeting the following objectives:

1. Building or sustaining those preparedness capabilities that are identified as high priority through the Threat and Hazard Identification and Risk Assessment (THIRA)/Stakeholder Preparedness Review (SPR) process and other relevant information sources
2. Closing capability gaps that are identified in the state or territory's most recent SPR; and
3. Building continuity capabilities to ensure governmental essential functions and services resilience.

When developing state/territory priorities, applicants should consider the following national priorities:

  • Equipment - Allowable equipment includes equipment from the following AEL categories: 
  • Personal Protective Equipment (Category 1);
  • Information Technology (Category 4);
  • Cybersecurity Enhancement Equipment (Category 5);
  • Interoperable Communications Equipment (Category 6);
  • Detection Equipment (Category 7);
  • Power Equipment (Category 10);
  • Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) Reference Materials (Category 11);
  • CBRNE Incident Response Vehicles (Category 12);
  • Physical Security Enhancement Equipment (Category 14);
  • CBRNE Logistical Support Equipment (Category 19); and
  • Other Authorized Equipment (Category 21).

In Wisconsin, Wisconsin Emergency Management (WEM) is responsible for coordinating state and federal resources to assist local government in response and relief activities in the event of an emergency or disaster.
