The Arkansas Community & Economic Development Program (ACEDP) is the Community Development Block Grant (CDBG) program for the State of Arkansas. The Arkansas Economic Development Commission administers the small cities CDBG program under a grant agreement between the State of Arkansas and the United States Department of Housing & Urban Development (HUD). Priorities for spending the CDBG funds are set in partnership with the other state agencies that receive HUD funds under a five year consolidated plan, which is updated on an annual basis. The following cities receive their CDBG funding directly from the Department of Housing and Urban Development and are not eligible for funds from this program:
All other cities and counties are eligible for the program, providing that at least 51% of the persons benefiting from the project are of low to moderate income, or that the project meets one of the other national objectives.
