    Summary

    The Arkansas Community & Economic Development Program (ACEDP) is the Community Development Block Grant (CDBG) program for the State of Arkansas. The Arkansas Economic Development Commission administers the small cities CDBG program under a grant agreement between the State of Arkansas and the United States Department of Housing & Urban Development (HUD). Priorities for spending the CDBG funds are set in partnership with the other state agencies that receive HUD funds under a five year consolidated plan, which is updated on an annual basis. The following topic areas are eligible:

    • Economic Development
    • Water and Wastewater
    • Public Health
    • Senior Citizen Centers
    • Child Care
    • General Assistance and Innovative Projects
    • Rural Services
     

    History of Funding

    Over the last few years, the Arkansas Economic Development Commission has received an average of $19.3 million a year for the CDBG program.

    Additional Information

    The following cities receive their CDBG funding directly from the Department of Housing and Urban Development and are not eligible for funds from this program:

    • Bentonville
    • Conway
    • Fayetteville
    • Fort Smith
    • Hot Springs
    • Jacksonville
    • Jonesboro
    • Little Rock
    • North Little Rock
    • Pine Bluff
    • Rogers
    • Springdale
    • Texarkana
    • West Memphis

    All other cities and counties are eligible for the program, providing that at least 51% of the persons benefiting from the project are of low to moderate income, or that the project meets one of the other national objectives.

    Deadline Details

    Before most applications for grant assistance can be submitted to the Arkansas Economic Development Commission, the prospective applicant must complete either a pre-application review process or receive a referral from an Arkansas Economic Development Commission -recognized referral agency and receive an invitation to submit an application from the grants division.  Only applications under the General Assistance and Innovative Projects and low to moderate income (utility connection projects), when the grants division is accepting applications, may be received for review without prior review and/or referral.

    Award Details

    Award amounts vary. Funds are distributed according to priorities established under a five-year Consolidated Plan. This plan covers all agencies that receive funding from the Department of Housing and Urban Development. Each year, the Economic Development Commission holds public meetings and hearings across the state to obtain citizen input on community needs. The Department then prepares a plan to distribute and spend the money. The Consolidated Plan is published and made available to the public at key locations around the state. Anyone who wants to make comments on the plan should do so by calling or writing the Department.
