The purpose of the Strengthening Career and Technical Education for the 21st Century Act (Perkins V) is to develop more fully the academic knowledge and technical and employability skills of secondary education students and postsecondary education students who elect to enroll in career and technical education programs and programs of study, by –

Arkansas' workforce development activities are focused on ensuring its programs are aligned with the education and skill needs of employers across the state and designed to ensure every child graduates ready for college, career and civic engagement.
Perkins V requires the state to designate a sole state agency to be responsible for the funds. In Arkansas, the State Board of Education is the sole state agency with oversight through the Division of Career Education (DCTE). Through a Memorandum of Understanding (MOU), the Arkansas Division of Higher Education (ADHE) is responsible for and accountable to DCTE for all performance and compliance aspects of postsecondary Perkins activities.

Eligible applicants are Arkansas Local Educational Agencies (LEA's).
Local applications are due May 2024. A similar application cycle is anticipated annually.
