    Summary

    The Office of the Secretary of State and the Illinois State Library are charged with administering two public library construction programs: the Live and Learn Construction Grant Program, and the Public Library Construction Act Grant Program. Each program operates under a separate set of rules unique to the statutory charge of the program, and each is applied for individually. A library cannot apply for both programs in the same award year.

    The purpose of the Live and Learn Construction Grant Program is to assist public libraries with construction costs in their facilities. Grants are awarded based on recommendations from a statewide committee following a review process. Local money is matched by state grants, except for Mini-Grants.
    The Live and Learn Construction Grant Program awards grants in the following three categories:
    1. Remodeling for Accessibility - 70-100 percent of total project funds must be used specifically for remodeling an existing building for compliance with the Americans With Disabilities Act (ADA).
    2. Mini-Grants - These awards are for remodeling or refurbishing existing library buildings. Projects include new carpeting and floor coverings, new furnishings (shelving excluded), remodeling, energy conservation, electrical, roofing, elevators, ceilings, HVAC, plumbing, doors/windows, fire protection, book drops, circulation desks, security systems, technology wiring, and interior or exterior painting. Libraries must address legal requirements for making the building ADA compliant.
    3. New Construction/Remodeling - These awards are for new library construction. Projects include making additions to and/or remodeling of existing library buildings and conversion of existing buildings not currently used for library services.
     
    The purpose of the Public Library Construction Act Grant Program is to assists public libraries with construction costs in their facilities. The grant awards for eligible libraries will be determined by multiplying the library's Grant Index by the construction project's recognized eligible project costs. The Illinois State Library will calculate each library's Grant Index using a mathematical formula found in the legislation that created the program; Grant Index figures will be posted on the State Library's website. The State Library will verify the eligible construction costs to be funded by state funds, and notify the applying library of its local share of the construction project.
     

    History of Funding

    For FY15, $701,386 was awarded for 17 Live and Learn grants. No appropriation was made for Construction Act grants for FY15.

    Public Library Construction Act Grant Program
    • Any library receiving funds for construction related activities are subject to theEmployment of Illinois Workers on Public Works Act [30 ILCS 570/0.01 et seq.].
    • Any library receiving a grant of $250,000 or more under this grant program for capital construction costs or professional services must certify that they will comply with the business enterprise program of the Business Enterprise for Minorities, Females, and Persons with Disabilities Act [30 ILCS 575] and the equal employment practices of Section 2-105 of the Illinois Human Rights Act [775 ILCS 5/2-105].
    • For projects with a total cost equal to or greater than $75,000, an architect or engineer licensed to practice in Illinois is required. Selection of the architect or engineer must be in accordance with the Local Government Professional Services Selection Act [50 ILCS 510].

  • Eligibility Details

    Live and Learn Construction Grant Program
    • Each applicant must be a public library that is a full member of an Illinois Library System, permits intersystem reciprocal borrowing, meets the eligibility criteria to qualify for per Capita Grants, provided in Section 8.1 of the Illinois Library System Act, and must have applied and been awarded a Public Library Per Capita Grant for the three previous fiscal years.
    • Priority will be given to public libraries that have not received a Live and Learn Construction Grant since July 1, 2013.
    • Mini-Grants only: Mini-Grants enable public libraries with limited funds to remodel or refurbish the library. Such libraries have received an income of less than $15 per capita in the preceding fiscal year, using a formula whereby the library's equalized assessed valuation is multiplied by .13 percent and divided by the population of the library's legal service area.
     
    Public Library Construction Act Grant Program
    • A public library must be a full member of a regional library system, have a bibliographically organized collection, permit intrasystem reciprocal borrowing, and meet the eligibility criteria to qualify for an Illinois Public Library Per Capita and Equalization Aid Grant.

    Award Details

    Live and Learn Construction Grant Program
    • Remodeling for Accessibility
      • Awards will range between $2,500 and $50,000. Cost sharing/matching of at least 50% is required.
    • Mini-Grants
    • Awards will range between $2,500 and $35,000. Cost sharing/matching is not required.
    • New Construction/Remodeling
      • Awards will range between $25,000 and $125,000. Cost sharing/matching of at least 50% is required.
     
     
    Public Library Construction Act Grant Program
    • No appropriation for FY16 has been made at this time.
