    Summary

    The Community Development Assistance Program (CDAP), known nationally as the Community Development Block Grant (CDBG) program, provides federal funding for a variety of community-based projects.

    The mission of this program is to assist Illinois communities in meeting their greatest economic and community development needs, with an emphasis on helping communities with substantial low to moderate-income populations.

    Funds may be used for machinery and equipment, working capital, building construction and renovation.  Grants may also be available for improvements to public infrastructure in direct support of a business that would create and/or retain jobs in the community.

    Projects must benefit 51% low-to-moderate income (LMI) persons.

    Applications are reviewed for eligibility, low-to-moderate income (LMI) benefit, need, and project readiness. Screening and review for the program is designed to ensure that limited CDAP funds are awarded to communities that demonstrate the need for financial assistance and have a well-designed project.

  • Eligibility Details

    Eligible applicants are only units of general local government, i.e., cities, villages, township and counties, with 50,000 or less in population and must not be located in Cook, DuPage, Kane, Lake, McHenry, Madison, St. Clair or Will County or Entitlement Areas.

    Deadline Details

    Applications are accepted on an ongoing basis. Applicants should contact the DCEO for additional information.

    Award Details

    Funds are available throughout the year until all funds allocated to this component have been distributed. Grant funds of up to $750,000 may be available for loan.
