    Summary

    The Transportation Improvement Board (TIB) provides funding to cities with a population of 5,000 or more and counties with urban unincorporated areas through three grant programs:

    • Urban Arterial Program (UAP) - UAP funds projects in the areas of Safety, Growth and Development, Mobility, and Physical Condition. 
    • Urban Sidewalk Program (SP) - SP funds projects that improve pedestrian safety, access, connectivity, and address system continuity. All projects must be transportation related on a federally classified route and be consistent with the American with Disabilities Act (ADA). This program has been suspended for 2020.
    • Arterial Preservation Program (APP) - APP funds overlay of federally classified arterial streets. Although the program offers critical preservation assistance, it is not enough to substitute for a city's street maintenance program. Therefore, the program is limited to overlay in an effort to defray high cost preservation projects, allowing cities to concentrate limited resources on lower cost preventative maintenance

    Further adjustments may be made before the final staff recommendation to the Board in November. This will be based on current grant expenditures, updated revenue forecasts, and a better picture of revenue during the "stay home" orders due to COVID-19.


    During the call for projects, TIB engineering staff conduct funding program workshops at various locations throughout the state. The TIB funding workshops provide information about: (1) Funding programs; (2) Scoring criteria for each program; and (3) Application process. Workshops are intended to increase the probability of a successful project application. For more information on workshops or to register, see the TIB Training Page at: http://www.tib.wa.gov/services/Training/Training.cfm

  • Eligibility Details

    Eligible applicants are Washington counties with urban unincorporated areas and cities with a population of 5,000 or greater. 

    Deadline Details

    Applications are to be submitted by August 14, 2020. A similar deadline is anticipated annually. 

    Award Details

    Award details vary based on program category: 

    • Urban Arterial Program (UAP) and Arterial Preservation Program (APP) - Up to $60,000,000 is available for FY 2020. Cost sharing/matching requirements are determined by the city's valuation, or in the case of counties, by its road levy valuation. This percentage typically ranges from 10 to 20% the total project cost. 
    • Urban Sidewalk Program (SP) - This program has been suspended for FY 2020, however up to $10,000,000 was available in FY 2018. Cost sharing/matching of 20% is required.
