    Summary

The Indian Highway Safety Law Enforcement Protection Grant program funds programs intended to reduce injuries and death attributed to impaired driving on Tribal lands. These funds are intended to supplement an existing traffic safety program on Tribal lands.

The Bureau of Indian Affairs (BIA) Office of Justice Services (OJS) Indian Highway Safety Program (IHSP) offers data driven performance-based grant opportunities. Tribes can apply for straight time or overtime hour law enforcement grants with this application; use the drop-down menu to select the grant the Tribe is interested in applying for. A traffic safety problem must be identified; all applications must contain measurable targets/performance measures and be justified by confirm-able data. Insufficient data to justify a traffic safety problem will significantly reduce the possibility of funding for the tribe.

    Eligible activities include:

    • Employment expenses for law enforcement personnel (including straight time and overtime)
    • Selective traffic enforcement programs (STEP) to apprehend impaired drivers
    • Behavior-based traffic enforcement, such as speeding and seat belt enforcement
    • Crash data systems, accident reconstruction training or equipment, vehicles, and associated equipment
    • Specialized law enforcement training (such as standardized field sobriety testing)
    • Public information programs on alcohol/other drug use and driving
    • Education programs for convicted DWI/DUI offenders
    • Youth alcohol education programs promoting traffic safety
    • DUI/Impaired driving courts
    • Full-time administrative support
    • Programs or projects directed toward judicial training
    • Proposals for projects that enhance the development and implementation of innovative programs to combat impaired driving are also solicited.
