    Summary

    Target is committed to partnering with law enforcement because they believe that the private sector has a responsibility to support law enforcement and criminal justice agencies in the interest of public safety. Through the Community Engagement Fund (CEF) grants, they provide public safety agencies and their 501c3 partner organizations with support for crime prevention projects, programs, and events.?


    Eligible activities include, but are not limited to:

    • Public safety events such as those focused on bicycle and helmet safety
    • Specialized investigative police equipment such as digital cameras or forensic items
    • Specialized police equipment for divisional units such as bike, K9, mounted patrol (with the exception of animal purchases and/or associated care expenses)
    • Certified training for law enforcement officials (non-administrative)
    • Youth programs such as PAL or Police Explorers (non-administrative)
    • Community events and festivals
    • Shopping sprees such as back to school or Heroes & Helpers
    • Crime prevention programs such as vehicle theft prevention or neighborhood watch

    Eligible agencies interested in being considered for a potential public safety-focused grant should contact their local Target store or distribution center's Assets Protection (AP) team for a meeting to provide information around their program and overall funding request.

    Ineligible expenses include:

    • Capital or building construction projects 
    • Administrative costs such as staff salaries or travel expenses
    • Endowment campaigns
    • Fundraiser or gala events
    • Software, databases, computers, tablets or related accessories
    • Weapons or weapons-related programs
    • Treatment programs such as substance or alcohol abuse
    • Disaster response (supported through a separate HQ program)
    • Health, recreation, therapeutic programs and living subsidies
    • Expenditures for general equipment or items that are the normal responsibility of the agency (e.g. ballistic vests, radios, cars, handcuffs, etc.)
    • Expenditures for equipment with potential privacy concerns (e.g. drones, license plate readers)
    • National ceremonies, memorials, conferences, testimonials, or other similar events

  • Eligibility Details

    Eligible applicants are public agencies and 501(c)(3) charitable organizations operating in the US. Projects must take place within 100 miles of a Target store or distribution center.


    Note: A public agency is an organization established and primarily funded by the U.S. government, such as public schools, public libraries, public parks, and law enforcement agencies. A public agency must be able to provide a valid IRS government affirmation letter (e.g. law enforcement agencies) or NCES number (e.g. schools).

    Grants are managed locally by Target field teams. Interested agencies should contact their nearest Target store or distribution center's Assets Protection team to further discuss the potential for public safety-focused funding.
