    Summary

    The Department of Homeland Security (DHS) will support State and local operations for Radiological/Nuclear (R/N) detection through a four-phased Securing the Cities (STC) Program. Funding provides for the implementation of R/N detection capabilities, including the following stages:

    • Phase I Engagement (12-months): Applicants engage directly with regional principal partners and operational partners to establish a regional program management structure, determine baseline capabilities, operational requirements, and gaps. Key milestones of Phase I include establishment of the regional program management office and governance structure, designation of all regional partners, and identification of regional requirements for training, equipment, and reporting/information exchange.
    • Phase II Implementation (36-months): Applicants meet immediate regional requirements to establish or enhance Initial Operational Capabilities to detect and report the presence of R/N materials that are out of regulatory control. Key milestones of Phase II include completion of a regional operations plan and proficient responders using R/N detection equipment in the field for Steady State/Enhanced Steady State operations and reporting in accordance with the Domestic Detection Concept of Operations and regional protocols.
    • Phase III Integration (12-months): Applications will be fully mission capable and successfully demonstrate the ability to integrate into a national detection framework. To that end, the region will conduct a series of exercises commencing with a table top exercises and culminating with a full-scale exercise that exercises the regional detection and reporting capability in the context of an operational scenario that leads up to and includes a federally led operation.
    • Phase IV Sustainment: At the five year point, applicants enter the sustainment phase. DHS will continue to provide direct technical and financial support to sustain the regional capability. A region is expected to execute all plans supporting sustainment and comply with all reporting criteria.

    NOTE: Portions of the phases will overlap and may be performed concurrently. 


    Eligible costs include (1) Planning and Organization; (2) Equipment; (3) Training; and (4) Exercises.

    Equipment purchases are limited to those items that fall within the categories described below:

    • Alarming Personal Radiation Detectors (PRDs)
    • Portable Radiation Detection Instrumentation
    • Hand-held Instruments for the Detection & Identification of Radionuclides
    • Mobile and Transportable Radiation Monitors
    • Spectroscopic Personal Radiation Detectors (SPRDs)
    • Alarming Electronic Personal Emergency Radiation Detectors
    • Non-Alarming Personal Emergency Radiation Detectors
    • Backpack-based Radiation Detection Systems
    • Equipment necessary to facilitate response protocols, information exchange, and situational awareness, including computers, network equipment, communication equipment and wiring
    • Sealed radiation sources for training. Sealed radiation sources for system calibration and/or function checks. Storage lockers, if necessary, to maintain physical security of sources
    • Equipment associated with preventive nuclear detection system calibration or maintenance (excluding vehicle maintenance)

    Generally, equipment will be purchased through the DHS STC Office and provided to principal partners. Eligible equipment must be capable of being linked to a nationwide data system.

  • Eligibility Details

    Eligible entities are state and local units of government located within the following targeted urban regions: Phoenix, AZ; San Francisco, CA; Denver, CO; Miami, FL; Atlanta, GA; Seattle, WA. Each city may submit one application on behalf of all regional partners.

    Deadline Details

    Applications were to be submitted by October 21, 2019.

    Award Details

    Individual award amounts for each urban area will vary. Cost sharing/matching is not required. Project periods may extend up to five-years.
