The NSGP provides funding support for target hardening and other physical security enhancements to nonprofit organizations that are at high risk of a terrorist attack. The program seeks to integrate the preparedness activities of nonprofit organizations with broader state and local preparedness efforts. The NSGP also serves to promote emergency preparedness coordination and collaboration activities between public and private community representatives as well as state and local government agencies.
The objective of the NSGP is to provide funding for physical and cybersecurity enhancements and other security-related activities to nonprofit organizations that are at high risk of a terrorist or other extremist attack within the period of performance.
Given the evolving threat landscape, it is incumbent upon DHS/FEMA to continuously evaluate the national risk profile and set priorities that help ensure appropriate allocation of scarce security dollars. In assessing the national risk profile, one area attracts the most concern:

The FY22 allocation for the Arizona State Nonprofit Security Grant Program was $1,950,000.
The FY23 allocation for the Arizona State Nonprofit Security Grant Program was $2,550,000.

Effective August 13, 2020, FEMA recipients and subrecipients may not use any FEMA funds under open or new awards to:
Eligible applicants are Arizona nonprofit organizations 1) designated as a 501(c)3 agency; and (2) Determined to be at high risk of a terrorist attack by the Secretary of DHS.
Applications were to be submitted by May 24, 2024.The AZDHS was to apply to FEMA on behalf of state and local agencies by June 24,2024. A similar deadline is anticipated annually.
Up to $$2,137,500 is available in FY24 for the State of Arizona. Nonprofit organizations with one site may apply for up to $150,000 for that site. Sub-applicants with multiple sites may apply for up to $150,000 per site, for up to three sites, for a maximum of $450,000 per sub-applicant.
Cost sharing/matching is not required. Project period is 36 months and is expected to begin in September / October 2024.
