    Summary

    The Connect and Protect: Law Enforcement Behavioral Health Response Program aims to enhance collaboration between law enforcement and behavioral health services to improve public safety and health outcomes for people with behavioral health conditions, intellectual disabilities, developmental disabilities, post-traumatic stress disorder (PTSD), and/or traumatic brain injuries who interact with the criminal justice system. The program encourages the development of new or improved deflection and diversion initiatives that engage people at their first point of contact with law enforcement.


    FY2025 programmatic priority consideration will be given to projects that:

    • Promote effective strategies for identification and treatment of females with behavioral health disorders who are involved with the criminal justice system.
    • Promote effective strategies to expand the use of mental health courts and related services.
    • Propose interventions that have been shown by empirical evidence to reduce recidivism.
    • When appropriate, use validated assessment tools to identify and prioritize individuals with a moderate or high risk of recidivism and a need for treatment services.
    • Demonstrate and ensure that funds are used for public health and public safety.
    • Demonstrate active participation of co-applicants in administering the program.
    • Document, in whole or in part, that funds used for treatment of incarcerated populations will provide transition and reentry services for such individuals.

    Examples of allowable costs include:

    • Design and implement a crisis response program such as case management, crisis intervention teams, co-responder teams, and mobile crisis teams
    • Training and coordination for police-mental health collaboration
    • Data collection to inform practices and develop policies
    • Resident engagement via outreach and education to improve public health and safety
    • Enhancement of officer knowledge and skills in responding to community members with mental health disorders
    • Upgrade technology and implement software programs and data collection methods to better track calls for service involving people with behavioral health needs and support the 988 Suicide & Crisis Lifeline.

  • Eligibility Details

    Eligible applicants are:

    • City or township governments
    • County governments
    • Native American tribal governments (federally recognized)
    • Special district governments
    • State governments
    • Public- and state-controlled institutions of higher education

    Other Agencies with a different legal status (e.g., nonprofit or for-profit mental health agencies) are eligible to apply only if they meet two requirements:

    • The applicant is designated by the state mental health authority to provide services as a unit of the state or local government.
    • The applicant must attach documentation to support this designation.

    All applicants are required a demonstrated partnership through a draft Memorandum of Understanding (MOU) between a justice entity and a mental health partner.

    Deadline Details

    This grant has a two-phased application process:

    • The SF-424 and the SF-LLL must be submitted in Grants.gov by April 3, 2025.
    • The full application must be submitted in JustGrants by April 10, 2025.

    A similar timeline is anticipated annually.

    Award Details

    Up to $13,750,000 is available in total funding for FY25. Individual award amounts vary, with a maximum of $550,000. Approximately 25 awards will be granted and projects may last up to 36 months (3 years) beginning on October 1, 2025.


    This funding opportunity requires an escalating percentage cash or in-kind match. For years one and two, a 20% match is required. For year three, a 40% match is required. Federal funds awarded under this funding opportunity may not cover more than 80% in years 1 and 2, and more than 60% in year 3, of the total costs of the project being funded. An applicant must identify the source of the 20% and 40% non-Federal portion of the total project costs and how they will use match funds.
