    Summary

    The purpose of the Basic Needs for Postsecondary Students Program is to provide grants to eligible institutions of higher education (IHEs), or a consortia or system of such institutions, to advance systemic and sustainable solutions to student basic needs insecurity through support programs that address the basic needs of students and to report on practices that improve outcomes for students.


    Applicants are encouraged to propose innovative, results-driven projects that intentionally link basic needs supports to improved completion rates and direct workforce outcomes, recognizing employment as a key component of long-term student success.

    This notice includes one competitive preference priority and two invitational priorities:

    • Competitive Preference Priority (CPP): Returning Education to the States: Projects or proposals that will be carried out by one or more of the following:
      • State educational agencies (as defined in 20 U.S.C. 7801(49)),
      • State workforce development agencies or boards,
      • State vocational rehabilitation agencies,
      • State higher education agencies (as defined in 20 U.S.C. 1003(22),
      • An Indian Tribe (as defined in 25 U.S.C. 5304(e)), Tribal organization (as defined in 25 U.S.C. 5304(l)), or Tribal educational agency (as defined in 20 U.S.C. 7452(b)(3)), or (g) Consortia of the entities identified under this priority.
      • Note: Only one State higher education agency within each State may apply for the CPP, consistent with the adopted definition in 20 U.S.C. 1003(22) that a State higher education agency is the officer or agency primarily responsible for the State supervision of higher education.”
    • Invitational Priority 1—Basic Needs Security: Projects that are designed to:
      • conduct surveys or assessments of student basic needs security, including surveys of student needs conducted upon enrollment, to identify and connect students with existing resources, and that
      • leverage State, local and institutional partnerships and resources to provide additional resources to such students,
      • coordinate and collaborate with government and community-based organizations to execute such activities and
      • prioritize students enrolled at institutions with high percentages of Pell recipients.
      • Activities may also include providing direct services such as temporary or affordable housing, free or subsidized food, access to on-campus childcare, emergency financial aid, so long as such activities are part of systemic plan to address and prevent student basic needs insecurity.
    • Invitational Priority 2—Connecting Students to Work-based learning: Projects designed to promote the long-term economic security of students by connecting students to work-based learning opportunities for which a student may receive wages and/or academic credit, and other strategies, including promoting AI and the AI Literacy Framework, that support the attainment of industry-recognized postsecondary credentials, including Registered Apprenticeships.

    Eligible applicants are institutions of higher education (IHEs), consortia or systems of eligible IHEs, and public and private nonprofit organizations and agencies.


    Note: State Education Agencies and State Higher Education Agencies are eligible as public agencies

    Deadline Details

    Applications are to be submitted by June 23, 2026. Similar deadlines are anticipated annually.

    Award Details

    Estimated Available Funds: $10,000,000 total. Estimated Range of Awards from $1,000,000 to $5,000,000 for 48 months with an estimated 2-10 total awards. This competition does not require cost sharing or matching
