Summary

The Oregon Higher Education Coordinating Commission (HECC) is now accepting applications for the next round of Future Ready Oregon Workforce Ready Grants. The HECC will award a combined total of approximately $40 million to recruit and retain a diverse workforce in key sectors of Oregon's economy—healthcare, manufacturing, and technology—through three sector-focused Requests for Applications. Workforce service providers and community-based organizations are invited to apply, and may submit multiple applications. This is the third and final round of competitive grant funding available through the Oregon Legislature's 2022 investment known as Future Ready Oregon (Senate Bill 1545).

Healthcare:
HECC will fund projects in the below identified focus areas:
- Project Focus Area 1: Nursing Career Pathways projects will do one or more of the following for nursing career pathways: (1) Expand education and training, (2) Job placement, (3) Job Retention, and (4) Career advancement. Credentials may include: Certified Nursing Assistant, Medical Assistant, Licensed Practical Nurse, or Registered Nurse.
- Project Focus Area 2: Heathcare Career Pathways projects will focus on innovation and regional partnerships in healthcare fields. Projects should meet identified regional workforce needs in areas which may include: recruitment, education, training or retention.
Manufacturing:
HECC will fund projects in the below identified focus areas:
- Project Focus Area One: Outreach, Career Awareness and Exploration: Outreach, career awareness, and exploration that intentionally prioritizes outreach to individuals from priority populations.
- Project Focus Area Two: Earn-and-Learn Opportunities: Creating and/or expanding earn-and-learn education and training opportunities with outreach to priority populations. Earn-and-learn opportunities are those that provide compensation for individuals to participate in training opportunities that lead to employment. Earn-and-learn opportunities may include but are not limited to stipends, scholarships, paid tuition, tuition reimbursement, on-the-job training, paid internships, etc.
Technology:
HECC will fund projects in the below identified focus areas:
- Project Focus Area 1: Career Advancement: Education and training programs that address transferable technology skills and focus on upskilling and reskilling adult learners, dislocated workers, and individuals employed in high-tech or any other industry. Strategies may include but are not limited to acceleration strategies and models such as Credit for Prior Learning (ORS 350.110), Career Pathways, and Competency-Based Education
- Project Focus Area 2: Recruitment: Expanding education and training programs for transferable technology skills, which may include but is not limited to building awareness of technology occupations and careers and providing for high-tech career exploration
Eligibility Details

Healthcare
- Eligible applicants must be a workforce service provider or a community-based organization that administers workforce programs in the healthcare sector.
Manufacturing
- Eligible applicants must be a workforce service provider or a community-based organization that administers workforce programs in the manufacturing sector.
Technology
- Eligible applicants must be a workforce service provider or a community-based organization that administers workforce programs in the technology sector.
Workforce service providers include:
- nonprofit and public workforce education, training, and career services providers; and
- governmental entities that provide workforce development services.
Community-based organizations include:
- nonprofit organizations that are representative of a particular community or specific segments of a community and are located within or in close proximity to the community they serve; and
- culturally-specific organizations.
Deadline Details

Applications are due on July 31, 2024, at 11:59 PM PDT. A similar deadline is anticipated biennially.
Award Details

A total of $40 million is available. Specifically, $18 million is available for healthcare ($9 million for projects that advance nursing career pathways and $9 million for projects that address community-identified healthcare workforce needs), $12 million is available for manufacturing projects that focus on outreach, awareness, and career exploration, and/or on earn-and-learn education and training opportunities, and $10 million is available for technology projects that focus on upskilling and retraining incumbent workers, and/or on transferrable technology skills, training, and career awareness. There is no minimum or maximum amount that applicants may request. However, HECC reserves the right to partially fund applications in discrete portions or phases. The grant period is July 1, 2024 – June 30, 2026.
