Summary

The goal of this program is to support projects designated for funding in the Consolidated Appropriations Act, 2024 (Public Law 118-42) Congressional Joint Explanatory Statement (JES) that expand the implementation of community policing and crime prevention through the development and procurement of equipment, technologies and interoperable communications.

Additional Information

Typically unallowable equipment/technology costs include, but are not limited to, the following (Note: these are typically unallowable no matter which category they are placed under):
- Armored Vehicles
- Bayonets
- Facial recognition technology
- Camouflage uniforms
- Explosives
- Incentives for research and/or participation in program activities
- Manned aircraft
- Stun guns or electroshock devices
- Unmanned aircraft systems (also commonly referred to as unmanned aerial vehicles or drones”)
- Weaponized aircraft and vessels and weaponized vehicles of any kind
The following equipment/technology is also generally considered unallowable and are rarely approved by the COPS Office, but may be considered on a case-by-case basis:
- Biometric technology (excluding facial recognition technology)
- Electronic control weapons
- Handcuffs, weapons, and ammunition (including training ammunition)
- Laser spectroscopy devices
- Radar guns/equipment
- Thermal imaging devices.
Eligibility Details

The COPS Technology and Equipment Program (TEP) provides funding to state, territorial, local, Tribal, and other entities. This is an invitational program. Eligible applicants are limited to those identified in the Congressional Joint Explanatory Statement (JES) for projects designated for funding. Deadline Details

The SF-424 and the SF-LLL for Round Two must be submitted in Grants.gov by August 7, 2024 at 4:59 p.m. ET. The full application must be submitted in JustGrants by August 14, 2024 at 4:59 p.m. ET.

Funding is provided through the Consolidated Appropriations Act.
Prior to the federal budget being developed and passed, public sector agencies and nonprofits request funding from Congressional representatives. Members of Congress can submit up to 15 of these requests to the Appropriations Committee. The Appropriation Subcommittees then select a portion of these requests to include in the federal budget. Once the budget has been passed, the 26 Federal grantmaking agencies distribute the funding as grants attached to specific programs. Grants.gov announcements are posted for recipients to submit SF-424 forms and other critical application materials. Once these forms are completed, the recipients contract with the Federal government just like other grant winners.
All Members of Congress were to submit their proposed community projects by May 9, 2024 for consideration in the Fiscal Year 2025 budget.
***Due to the continuing resolution (CR) of March 14, 2025, which is largely an extension of FY2024 funding levels, funds for earmarked projects were removed. At this time, funds for those projects may be reinstated in the FY2026 federal budget, due by September 30, 2025. Applicants are encouraged to contact their congressional representative.
Award Details

Approximately $247,347,161 is available in total funding for up to 311 awards in 2024. Award amounts vary based on the size and scope of projects. The maximum award amount is $4,878,000. The project period is up to 24 months beginning on March 9, 2024. Cost sharing/matching is not required.
